Kamta Ramnarine, a U.S. citizen and resident of Texas, was an employee of a U.S.-based aviation company (“Aviation Company”) from 1975 to 2016. He also served as the Company’s President and General Manager from 1993 to 2010 and 2010 to 2016, respectively.

According to the DOJ, from approximately 2007 to 2015 Ramnarine conspired to execute an improper payment scheme with foreign officials in Mexico to obtain and retain business for the Aviation Company. To hide the illegal payments, Ramnarine and the Aviation Company allegedly paid false commissions to the foreign officials for services they had never rendered. In exchange, the foreign officials agreed to use the Aviation Company’s services.

On December 27, 2016, after the DOJ’s information was unsealed, the DOJ announced that Ramnarine pleaded guilty to conspiracy to violate the FCPA on November 2, 2016.
