Albert Reitz was the Vice President and Secretary of Owl Securities and Investment, Ltd. ("OSI") and was responsible for the solicitation of investors. From approximately December 1995 to October 2000, Reitz conspired to violate the FCPA by using investors' money to bribe Costa Rican government officials, and planning to make a one-time $1.5 million payment to ruling and opposition Costa Rican political parties.
