According to court documents, three Miami-Dade County telecommunications companies executed a series of contracts with Telecommunications D'Haiti that allowed the companies' customers to place telephone calls to Haiti. Fourcand received funds originating from the telecommunications companies for the benefit of Robert Antoine, a Haitian official. In exchange, Antoine conferred business advantages on the companies.

On February 19, 2010, Fourcand pled guilty.
