Mr. Stanley is a former officer and director of Kellogg, Brown & Root, Inc., which during part of the relevant period was a subsidiary of Halliburton Inc. KBR is a global engineering, construction, and services company that was part of a four-company joint venture seeking to obtain contracts to build liquefied natural gas facilities on Bonny Island, Nigeria. From 1995 to 2004, Mr. Stanley allegedly was involved in a scheme to bribe Nigerian government officials to obtain contracts from the Nigeria LNG, Ltd., a government-controlled company created to develop the production of natural gas. From 1995 to 2004, Mr. Stanley allegedly authorized the joint venture to hire two agents to pay bribes to Nigerian officials to induce them to award four contracts to the joint venture. Mr. Stanley also allegedly met with high-ranking Nigerian officials to discuss the designation of a representative with whom the joint venture should negotiate bribes to the government officials.

Mr. Stanley allegedly falsified KBR, Inc. and Halliburton records by characterizing the bribes to the UK and Japanese consultants as legitimate consulting or services fees. Mr. Stanley also allegedly circumvented internal controls by preparing internal company bid documents for approval that mischaracterized the payments and falsifying certain records used in the company's due diligence process.
